SAM Compliance

Regulatory compliance

Built for regulated aviation

SAM is designed from the ground up for operators, CAMOs, and MROs that work under civil aviation authority oversight. Compliance is not an add-on; it is the foundation every workflow is built on.

FAA FAR Part 43 · FAR Part 145 · AC 43.13
National CAA UK · GCAA · SACAA and others

European Union Aviation Safety Agency

The primary regulatory framework for aircraft airworthiness and maintenance across EU member states and associated countries. SAM supports EASA-regulated operators at every level, from individual aircraft owners to large approved organisations.

Part-M

Continuing Airworthiness

Requires aircraft owners and operators to establish and maintain an approved maintenance programme, track Airworthiness Directives and Service Bulletins, monitor component life limits, and ensure timely completion of maintenance tasks.

How SAM helps

  • Maintenance programme (AMP) management with interval tracking
  • AD / SB compliance monitoring with applicability filtering
  • Component life limits, calendar intervals, and cycle counters
  • Upcoming task forecasting and due-date alerts
  • Digital Certificate of Release to Service (CRS) records

Part-CAMO

Continuing Airworthiness Management Organisation

Requires approved CAMOs to manage continuing airworthiness for their customers' fleets, maintain the CAME, conduct airworthiness reviews, and interface with Part-145 organisations for planned and unplanned maintenance.

How SAM helps

  • Multi-aircraft and multi-operator fleet management under one CAMO
  • AMP creation, approval status tracking, and revision control
  • Airworthiness review workflow with supporting documentation
  • Work order hand-off to Part-145 organisations
  • Full audit trail of decisions and maintenance releases

Part-CAO

Combined Airworthiness Organisation

Allows small GA organisations to hold a single combined approval covering both continuing airworthiness management and approved maintenance, avoiding the need for separate Part-CAMO and Part-145 approvals. Intended for small fleets where the size of the operation makes a combined structure proportionate.

How SAM helps

  • Integrated CAMO and maintenance workflows within one organisation profile
  • Maintenance programme management with AD and SB tracking for small fleets
  • Work order creation, execution, and digital release-to-service records
  • Component life-limit and interval tracking alongside maintenance scheduling
  • Compact configuration suited to light aircraft and small helicopter operators

Part-145

Approved Maintenance Organisation

Requires approved MROs to operate a documented quality system, control work orders end-to-end, maintain traceable technical records, manage component and tooling inventories, and ensure only authorised personnel sign off maintenance.

How SAM helps

  • Work order creation, planning, and status tracking
  • Technical record management with document attachment
  • Component traceability from receipt inspection to installation
  • Parts and tooling inventory control
  • Quality control checklists and non-conformance logging

Part-66

Aircraft Maintenance Licencing

Requires organisations to manage technician licences, ratings, and type authorisations, and to ensure that only qualified, currently authorised personnel certify maintenance tasks and issue CRS documents.

How SAM helps

  • Technician profiles with licence category and rating records
  • Type authorisation tracking against applicable aircraft
  • Task sign-off restricted to qualified and authorised users
  • Digital CRS issuance linked to individual licence records
  • Expiry alerts for licences and recurrent training

Federal Aviation Administration

The United States regulatory authority for civil aviation. FAA regulations govern maintenance standards, return-to-service requirements, and approved repair station operations. SAM is used by FAA-regulated operators across GA, helicopter, and commercial segments.

FAR Part 43

Maintenance, Preventive Maintenance, Rebuilding & Alteration

Establishes standards for who may perform maintenance, the records that must be kept, and the return-to-service requirements following any maintenance or alteration, including the required maintenance record entries.

How SAM helps

  • Structured maintenance record entries tied to each work order
  • Return-to-service sign-off workflow with personnel authorisation
  • Links maintenance actions to approved data references (AMM, SB)
  • Digital records retained and retrievable for audit

FAR Part 145

Repair Stations

Requires FAA-certificated repair stations to maintain a capability list, control work orders, implement inspection procedures, and operate an approved quality control system, including supervision of contract maintenance.

How SAM helps

  • Work order management from open to close with full status trail
  • Parts receiving inspection and serviceable tag tracking
  • Quality control checklist framework for inspection steps
  • Sub-contractor and contract work tracking

AC 43.13

Acceptable Methods, Techniques & Practices

FAA advisory circular defining acceptable maintenance methods and standards when no specific manufacturer instructions apply. Maintenance records must reference the approved data used for each task.

How SAM helps

  • Reference data fields on work cards for AMM, SB, and AC citations
  • Document attachments to work orders for approved data traceability
  • Task templates pre-configured with standard references

National Civil Aviation Authorities

Many national aviation authorities operate EASA-equivalent frameworks or maintain bilateral agreements. SAM is used by operators under CAA UK, GCAA, SACAA, and other national authority oversight, with the same compliance workflows applying throughout.

CAA UK

UK Civil Aviation Authority

Post-Brexit, the UK CAA operates its own retained EASA-equivalent regulations (UK Part-M, UK Part-145, UK Part-CAMO) under the Air Navigation Order. The regulatory structure and documentation requirements are closely aligned with EASA.

How SAM helps

  • Full EASA-equivalent airworthiness and maintenance workflows
  • CRS documentation aligned with UK CAA requirements
  • Used by UK-based operators and approved organisations
GCAA

UAE General Civil Aviation Authority

The GCAA regulates civil aviation in the UAE under CAARs (Civil Aviation Advisory Requirements), which largely mirror EASA regulations. MROs and operators require approved CAMO and maintenance organisation certificates.

How SAM helps

  • Maintenance programme and AD tracking for UAE-registered fleets
  • Work order and technical record management for GCAA audits
  • Deployed with operators in the UAE region
SACAA

South African Civil Aviation Authority

The SACAA regulates South African civil aviation under the Civil Aviation Act and Technical Standards (CARs/CATS), governing airworthiness, maintenance organisation approval, and personnel licencing.

How SAM helps

  • Airworthiness tracking aligned with SACAA CARs requirements
  • Digital maintenance records and CRS documentation
  • Deployed with South African operators and hosted in-region
